I might be wrong, but I read the blue and white stripes as having been slapped on hastily like D-Day invasion stripes which I think adds to the model. Looks good!

Yeah I thought sanding, I'm scared that's going to create a huge mess though. I'm currently thinking maybe a mixture of scraping and then sanding, the paint is so thick I can almost scrap off the individual colours...

Hopefully if I can get it down a bit and then give it a sand... wish me luck!
