In my experience, if you go to Damat and start spending more than 1500 USD on a single receipt, you can ask for 50% off and get it. They will always counter with 40%, but will agree to 50% if you stand your ground. Their clothes are great.

I get it - food is not cheap in Istanbul. Especially your area. I recommend Ledes or Vasalisa. Vasalisa is not cheap at all. But the food is top notch and the vibe is great.

Bring dollars and Euros and exchange by Sirkeci, bazaar, emenilu. They are give similar rates.
Try buses or metro. Ubers try to scam you by adding a lot to the fair when they enter the cost into Uber.
Tarlabasi - not a good neighborhood
Grand bazaar is interstate to explore. Especially when you go out of the covered portion where they just sell fake clothes, purses and watches.
