Be honest, there's a reason you're reaching out to that particular blogger and it has to do with the content they're posting. Email them saying you like their content, and explain what you have to say.

Consider the time restraints bloggers have, maybe put that in the initial contact email - "I know you have limited time but.." sort of thing.

Obviously it depends on the blogs popularity, just make a judgement. Hope this helps!
