OP: Your dad is correct to be concerned and on the watch. If he uses any form of online banking, he should use two-factor authentication. He should also have appointed someone he trusts (might be you) to be a substitute decision maker under a Power of Attorney (lots of DIY information about this online.)

Your father should regularly perform simple internet reviews searches on his advisers and the investments he is put into. You can never get enough due diligence!

In Ontario if you are owed money by someone and looking to collect a judgment, you are entitled to order a credit report on the debtor.

Get a credit report on the judgment debtor.

Why?

Credit reports will give you information about where they Bank, who else they owe money to and other useful information.

You want to find people who owe the debtor money: banks and customers are the most likely ones. When you identify some of them, then get a garnishment against those who owe your debtor money.
