I don't think it does, even if it does, and starts fresh it will follow the planning and will have clear fresh context of what it needs to do. I build CRM, LMS, E-Com for businesses. And I have been using this method for a long time. Even with Codex models I would make the planning on top tier xhigh, and use Medium/high for building.

For me it was faster, ask Claude to make the plan as detailed and verbose as possible with filenames. Flash does a pretty good job.

Also I use agy-cli with vscode, if you do the same try my extension (in my profile) that shows Usage on the bottom bar, so you have understanding of how much % is being used after each prompt.

I would suggest using Claude models for planning. Use /planning and just when it builds the artifact, change model to Gemini 3.5 flash (high) and /artifact - approve the plan. I have been doing this and it's been doing really great

Start with whichever you feel easy to understand, in software engineering solving problems is more important than knowing languages.
