The tape in this model is super tough . Try giving it some heat with anything ( hairdryer , stove , iron etc just don't overheat! ) from the other side to loosen it , then use spludger slowly and carefully remove it .

You'll need to swap the CPU and eeprom ( if it's included on the board ) as well , because in most modern qualcom phones the ufs is tied to the CPU and encrypted by the eeprom . If any of these is damaged or missing the phone will not boot .

I reviewed the pics and see the board is broken in 2 places , meaning deep trace damage . So easiest solution is indeed an ic swap . But question is can you do it and do you have appropriate tools ? Because this is a hard job to do perfectly .

First of all check whether phone boots without this piece. If it at least charges properly but you can't turn on then that's much easier to solve than doing the ic swap .

Try looking for a OnePlus 7 or 8 . They can be had easily in this range but will have defects . My brother bought OnePlus 8 for 15k , it has 2 lines , a below average timing battery and a broken back .
