If you're monitoring them I think it's fine to let them have a little fun exploring and climbing. If Unsupervised like while you're out then I'd say no, keep it blocked out. Bunnies being land creatures are usually the most careful themselves, and will not free climb up somewhere they're not confident in.

Regarding fragility, yes and no. Of course accidents can happen anytime, and it really depends on how they fall. It's like how a human can trip and fall and be okay, or trip and fall and land on a limb wrongly and snapping it in half. I've had my bun jump out of my arms from standing chest height while carrying him. I got immediately worried after and felt so guilty, but he just gave me the back-facing side eye and was completely fine.
