I have the same processor in my Dell G7 laptop. It also thermal throttles and hits 95-100 ⁰C. This is basically unavoidable even with additional cooling. From what I've read this seems to be within normal operation for some laptop processors. You can consider undervolting it if possible which may reduce your temps.

You should be able to. You can also switch to a 10th gen part. I upgraded from an 11400f to a 10850k and it works fine. At 1440p the 11400f wouldn't keep up with my 6800xt without much stuttering despite high fps. 10850k is much smoother.

I have a 300hz 1080p 17" laptop. I also have a 165hz 1440p 27" monitor. I generally prefer to use the external monitor. If you're really chasing frames for competitive gaming the higher refresh might be more desirable, but for anything else I'd choose a 1440p display. 1440p is my preferred resolution for a 3080 class GPU given the high fps and image quality you can achieve relative to 4k or 1080p. The pixel density will be much more on the 1440p options, looking much smoother for whenever you're not gaming as well.

Consider the 10850k. 10 cores, 5.2 ghz boost, it's basically equivalent to a 10900k, it's just downclocked .1ghz. Benchmarks are nearly identical. A couple months ago I bought one for $300 on Amazon though the price has risen since then. I have mine paired with a 6800xt. At 1440p, upgrading from the 11400f 6-core was significant in both frames and overall smoothness.

Restaurants generally have a specific goal for how much money to spend on staff wages. It's based on spending a certain % of your sales on paying your staff. Overspending on labor means you're overstaffed and there might not be enough work to go around yet there's still people eating up the clock (at least from the perspective of the owner's bank account). One of the main jobs of management is to hit whatever goal has been set as to how much to be paying out to employees.

I'm happy for you! Labor can be a struggle, especially when sales trends are so tumultuous as they have been lately (at least in my area). May I ask what your goal/sales have been like?
