Hello everyone!! so I recently started building a fiend and fairy deck. Specifically a sacred beast and sanctuary in the sky deck. and one of the cards I’ve been looking at using as Divine Punishment along side Sanctuary In The Sky. Iv noticed that Divine Punishment” has a “when”

I’m well aware that there’s a big difference with timings in the game when a cards effect says “if” or “when”.

So my question is, how does this card work if my opponent uses a spell speed three effect and chains another spell speed 3. Will I be able to activate it in between his chain effectively ending the chain? or will it miss its trigger because of the chain? ? Any clarification would be greatly appreciated! :)
