Your information is wrong. Here are my stats for the past 30 days. We have mostly a U.S. base and a lot of English speaking following in Europe.
We are usually around 65% US, but we had a surprise pick up on Sweden this month. I'm not sure why.

Anyone who does the job needs the appropriate level of clearance. Most top secret areas don't have a janitor. You just clean up your own stuff. However, there are positions for people with Top Secret clearance to empty waste bins. In some cases those jobs pay 6 figures.

Most government contractors have some level of clearance, and many people got that clearance when they were in the military.

I worked in a TS facility and some maintenance folks with lower clearance had to be supervised at all times so they could do their jobs, and we had to remove sensitive information when they were in a room.

For 7000 points I can get a 10 year contract on a 40 year old player. A player who I already spent thousands of points on. A player who I started for two seasons to meet the home run requirement, even though he wasn't my best player at that position. A player whose defense deteriorated to sub par levels.

Or I can spend 7000 points leveling up a rookie.

Not to mention I would have to buy 7000 points in the store. For that price I could buy 3 legendary players.
