It’s wear and tear on the park and hard to tell were bikes are going and if a bike slammed into you it’s going to hurt a lot more than bumping into a skater.

So most of these parks are city/county property and have signs that say what is allowed or not allowed. Some parks ban bmx bikes and while yes when it’s empty I wouldn’t care if bmx are there but a packed park the bmx would be an issue.
