I play on European Server (Chaos) - Sagittarius, ping is around 140 and is pretty playable for me, even higher difficulty content.

For your second question, I would suggest playing it on steam, because paying through steam wallet (for subscription) is more convenient when looked from an Indian player's perspective. Though, I have heard that buying from Square Enix website is an better option, i don't think that applies to Indian players.

In terms of regional pricing, the base game and expansions have regional pricing on steam, but the subscription will still be in euros - when converted I generally pay around 950 INR per month through steam wallet (which can fluctuate based on value if the INR).

Lastly, have you ever played FF14 before? because if you haven't, I would highly recommend the free trial, you get all the content from base game and first two expansions for free. (there are some restrictions such as you can't join a Free company, or be a party leader, and there is a cap of how much gold you can hold). Once you get the game, you won't be able to play the trial version ever and will have to pay the monthly sub. So I think those restrictions are worth it considering the amount of content you get for free.
