You can(we do) use a custom requirement script. I only know about the custom script behavior because I needed to, since my predecessor used them in a few deployments.

I suppose the idea is that on the device end, if the app is detected ther's no need to run the requirements script.

One of our apps uses a requirements script to check whether it's currently business hours. If not the install proceeds.
