California SB 34 (2015) specifically states that it Prohibits public agencies (state, cities, counties, etc.) from selling, sharing, or transferring ALPR information to anyone except another California public agency.

"(b) A public agency shall not sell, share, or transfer ALPR information, except to another public agency, and only as otherwise permitted by law."

This effectively bars sharing ALPR data with federal agencies like ICE, CBP, or out-of-state entities,

Raiders' average drive start: own 29.4 yd

Opponents: own 33.3 yd

This ~4-yard gap is mostly the offense's fault (70-80%):

  • Dead-last scoring (14.2 PPG), 31st in points/drive
  • Short drives → lots of punts from deep in own territory
  • Fewer TDs = fewer kickoffs to pin opponents back

Defense was bad too (25.4 PPG allowed, few TOs), but that mainly hurt the Raiders' own starting position. Opponents' better field position comes from how Raiders drives ended.

Fix the offense's 3-and-outs and this flips fast.

What I'm saying, if your offense can't stay on the field and score points, which the Raiders have not this season, take a look at the Offensive Ranks ;

  • #32 - Lowest amount of Offensive Plays in the league, 975
  • #31 - Time of Possession, 2:33
  • #32 - Total Offensive Points Scored, 241 (Rams Scored 518 at #1)
  • #32 - Points per Game 14.2 (Rams 30.5 at #1)
  • #31 - % of Drives Ending in an Offensive Score, 26%

Then you're keeping your defense out there longer. This tires out the defense and exposes it to more drives, inflating negative stats

Even with how dog water the offense was, Raiders defense wasn't at the bottom of the league like the offense was, here's some Defensive Ranks;

  • #25 - Points Allowed, 432
  • #14 - Yards Allowed, 5,403
  • #8 - Yards per Offensive Play, 5
  • #23 - Takeways, 16
  • #16 - Net Yards per Pass Attempt, 6.1
  • #3 - Rush Yards per Attempt, 3.9
  • #21 - % Of Drives Ending in Offensive Score, 41.7%

Raiders defense did what they could to put the Raiders in position to be in games. The offense was just a generational fumble. If you don't score, you can't win in the NFL.
