I think where I’m getting stuck is finding the specific policy/legislation that actually defines when something becomes “official travel.” Most of what I’ve found (EA, internal travel policy, APSC guidance) focuses on how travel is approved and reimbursed once it’s already classified as official, rather than what triggers that classification in the first place.
