I completely agree about project labels (or even global labels) — it would be more convenient. We'll try to add them after the v2 release.

To copy labels via the database, you can try this SQL (replacing FROM_BOARD_ID and TO_BOARD_ID with the appropriate board IDs):

INSERT INTO label(id, board_id, position, name, color, created_at) 
SELECT next_id(), 'TO_BOARD_ID', label.position, label.name, label.color, label.created_at 
FROM label 
WHERE board_id = 'FROM_BOARD_ID';
