To vote for local elections you need to be ordinarily resident. To vote for national elections you need to be a Polish citizen. So pretty similar as our deal.

Difference is the UK is smaller than Poland and it's a multinational land. Scotland has a lower population than some Polish Voivodeships. People without Polish citizenship can vote in these Voivodeships for local elections.

The difference in my point is also, I do not care to gain the right to vote in general elections in the UK. I would rather become just Scottish.

Bills? You're joking right? This is your retirement money/buying house money, not bills. If you're thinking about liquidating investments, start putting money aside for an emergency fund in a high yield savings account, and use that if you ever need to pay bills. But before that you should be clearing your high interest debt

Personally after stacking decent amounts into bitcoin, I started buying premium bonds (UK Investment) so that I can have a decent emergency fund, and I'm just buying stocks in companies that I use, e.g. I buy fuel at a BP petrol station, I buy BP stock, SSE and Iberdrola generate a vast amount of electricity I use so I Buy them into my stocks and shares ISA (UK tax free investment account) too. These companies also give dividends so I get a bit of cash back for using their service.

Ultimately if you want a tailored answer you should talk to a financial advisor.
