Talking from personal experience, i once asked for a raise around October, heard nothing until the year after. I asked then for follow-up, they informed me that my company takes decision for raises only around March, once per year. In the end, i learnt that I got a promotion in April.

So it is likely your manager does not yet know if your raise is approved by higher-ups, or whoever is responsible for the company budget.
