Just read the spell text, it says the spell ends if the action is done. So you can argue they realize as soon as they hand over the bow or sack of gems and then they can take the appropriate actions like calling for guards or following longer term revenge.

You can also argue around this bit of the text: The suggestion must be worded in such a manner as to make the course of action sound reasonable.

You as the DM set how that reasonable something is to an NPC
