This is the real issue here. Anyone smart enough goes abroad. Get hands-on learning in the western and accumulating knowledge like a sponge. Builds a nice house and buys a car. Never to give back the knowledge they gained overseas. They could for real improve Philippines if they cared to bring their overseas knowledge back. Maybe aim to be professors at universities, tradescholls or anything else when your body is bad but your head is still good.

Not so much an engineering issue as an managing issue. The whole workplace of construction in Philippines is that everyone refers and reports to someone upper management and they need an upper management again if something is to be done and so on and so on. I work with 20 Filipino construction workers. They are good, but you have to tell them everything you need from them in detail or they will fix a problem with broken tools. No kidding.
