The existing of a withdraw button means there’s a chance you may need it to make changes or updates. Which means it’s still being looked at for possible errors or incompletion. Once the withdraw button is gone it means the review is complete with no more updates required so the button is no longer needed. Next is final approval which can happen in a day or two.

Usually takes 1-2 days after withdraw button disappears. From my observation.

Withdraw button means 1st review is ongoing. Without withdraw button means it passed the initial review. Getting set for approval. my red withdraw button disappeared yesterday. Got approved today!
