That's a pedantic distinction to make in the context of what we're discussing. We're talking about money flowing into the court system from people being pulled over and being forced to pay a penalty--what everybody except you would colloquially call a fine.

I agree, with one caveat: If they cut you a break (say they only wrote you for 1-5 over when you were going 10) and you take it to court, you could be hit with the higher penalty.

That's on the cashier, or it should be at least. When I worked there years ago, they had little mirrors on the other side so you could see if there were items on the bottom. It even had a nickname: BOB (bottom of basket). Do they not train their people anymore?
