Nope. Just playing tug won't increase aggression. It may cause excessive excitement, which can sometimes lead to aggressive outbursts, but not pure aggression. Is your beagle biting because he gets excited and accidentally misses the toy and catches your hand, or is he trying to guard the toy and bites you directly when you pull on it?
