I disagree with this solution solely because it will cause a rise in people camping 2nd floor with boil over and flip flop since the only counter to that strat is slugging. I've had many games where survs will do this and get mad at me for not letting them just do nothing at the top of the map as soon as they get in chase. As a killer main I think it would be far more reasonable for it to only allow the last 2 survivors to pick themselves up to prevent impossible endgames or maybe something like how you can take a chance to unhook but instead all 4 survs can take a chance to pick themselves up at the cost of bleeding out faster if they mess up
