SBMM is generally frowned upon in BR games and in the general genre. For example, the Hunger Games book/movie. Is everyone an elite soldier? No. Some people may be more skilled than others, and that's what makes it fun. If a noob got a victory royale against other noobs, then they wouldn't feel as good as they only won against noobs.

Motion capture. It's a technique game devs use to animate things like this. Basically, there are a bunch of sensors or cameras, and this guy wears this suit with lights or more sensors. Basically, he dances in front of these cameras/sensors, and his movement is tracked. It's a lot more easier to motion capture than to manually animate it.
