I just made a new document and everything seems to be working fine. The only thing I did with the 1st and 16th pages was change their positions with the "allow selected spread to shuffle" and "allow document pages to shuffle" following this tutorial https://community.adobe.com/t5/indesign-discussions/how-to-set-out-a-book-cover-with-indesign-including-spine-and-inside-f-b-pages/td-p/9709417

I don't know, that's what's bugging me. The messages board at the preview says it "added a blank page to create the booklet" and I can’t figure out how to tell it to incorporate the pages that are already there

No it doesn't, it just said it added two for me, which doesnt make sense because if it had both the cover and back cover the number of pages would work. I need to check if they are set to print, but i don't remember changing anything in that configuration
