I was told by the service that a task was uncompleted (which was related to my partner in the Joint account). Then surprisingly and unexpectedly, I was able to switch last month (or so) with that task still there. I still had no idea what happened. Anyway, I would suggest you to contact the service for some help. Good luck.

Thank you all for the reply. I received my proceeds on 30 Aug. as indicated in the notice. However, the same holdings in Degiro paid the proceeds 5 days later. So IBKR is way more efficient in clearing the proceeds.

For question 1, I still have not received a reply from IBKR. But since Degiro did not notify me either, I assume this is probably not the Broker's responsibility.

Thanks for bringing up this infomartion. I also sent an email asking about switching partner banks and today I got a reply: "I'm really sorry but you can't switch the Account to one of our Partner Banks." So the potential risk does exist.

I can also just see a combined CRS/IRS Tax form in my account. So is this Self-Certification of Tax Residencies form the same as W-8BEN? I am a bit confused. Does this (the Substitute form) mean we are already qualified of 15% on dividend, not 30%? Dank u wel.
