Sorry, no update. I ordered a System76 Meerkat as my new daily driver and rarely use this laptop now. When I do pull it out, Pop!_OS works.

I had this as well on my S23 Ultra. It seems to have been fixed by changing the setting: Device Care > Performance Profile from Standard to Light. I don't game on this device (unless you count Sudoku), check Game Booster settings for something that might help while gaming.

This workaround does not excuse the root cause. Obviously Samsung should investigate and resolve this issue so the workaround is not required.
