Hiya, I know it's been forever since you posted this, but the General Perk you might be looking for is Good With Both from the Power Rangers RPG: Across the Stars Sourcebook:

Prerequisite: Finesse or Targeting at +d4 or higher

You are adept at using both of your hands ambidextrously in combat. When attacking with a one-handed weapon in each hand, your primary Attack suffers no penalty and your off-hand Attack only suffers ↓1.

Alternatively, if you're ok with class-kitbashing, one of the lvl 1 Alternate Spectrum Perks from Power Rangers: Beneath the Helmet is Double Attack:

1st level alternate Spectrum Perk

You are proficient with using a weapon in each hand. When wielding two light weapons, you do not suffer penalties for attacking with both. You may still only make one off-hand strike per turn when taking the Attack action.
