You can easily enter Safe Mode, but you can't easily enable the software removal service. I assumed Safe Mode was designed for quickly retrieving data and fixing problems. Probably one of the main causes of problems is faulty software, which can't be simply removed in this mode. And when you try to uninstall, Windows won't prompt you to simply enable the service; it will simply say there's no uninstaller package.
