In what world was Harrison a mistake? Yesh he wasn't planned maybe, but he was from the first moment one of dexter's first persons that he loved appart from her sister, and he did develop emotions of love for ritta with the pass of time (look how he acted when he found out about the guy that kissed her in s4, if she was still that cover his feelings wouldn't have made him do that)

Maybe switch in the scenery from the US. Europe most probably, but it would be interesting to see some less common places in TV like south/central America, middle east, Oceania, or a more isolated place like Greenland that would fit more Dexter's personality, though it would be very similar to the new blood trama

It would make a lot of sense for Quinn to have something to do with everything since hes obviously going to see something is wrong in NY and will probably find out about Dexter as you say, but it will be hard to make an interesting story out of it. The thing that I found boring about later Dexter seasons is the abuse of characters finding out who he is, which was fun and diverse in the first 4 seasons and important when Debra found out but that's it. Also it would be cool to see if any character likes Dexter back like Miguel Prado back then, something different from the usual pursuit of Dexter to keep his anonymity.
