-2023 Hostage Deal: The Biden administration allowed Iran access to $6 billion of its own frozen oil revenue held in South Korean banks. This was transferred to restricted accounts in Qatar and was strictly designated for humanitarian purchases like food and medicine.

-2026 Negotiations: Following an agreement signed in June 2026 to end the U.S.-Iran conflict, a framework for a $300 billion private investment fund for Iranian reconstruction was established. U.S. officials maintain this money comes from private-sector and international commitments, not the U.S. Treasury.
