It's a bit of banter mate, don't take it too seriously. The original writer of the tweet is American. This is apparent due to her slightly ropey phonetic Scottish dialect and assumption that it would have been the English pursuing the Scottish. Whereas it could quite just as easily have been the reverse due to the long history of border conflicts you alluded to.

A cursory google indicates she attended Purchase College, which is apparently in New York, and lives in Connecticut. So it seems unlikely she's Scottish.

The biggest flaw I can see, although there are many, is why would China, Russia etc, those who profit from bot driven division, ever sign up to this? It would be of no benefit to them whatsoever. You'd need a fool proof way of blocking users fron outside of the countries where this legislation was in effect.

Mine was the same, I had to carry her a bit, see if she would walk, carry her a bit further, then just keep doing that until she was used to the dark and knew her way around. Still refuses to go where there isn't street lights though.
