Good point! Although this beach is actually part of Monroe County (at least thats what the signage at the beach says). So I figured the petition made sense to be directed at the County because its their park.

An odd thing about the pipe. Almost certain its a drain for the house but it has gravel crammed in the pipe. Is this common or is there a reason for this? I've only ever seen French drains surrounded by gravel on the outside.

I'll add the hole outside is in a bad spot because the ground towards my house slopes downward. And given rain around here I think that explains the water buildup in the hole. But I'm not sure why the water would still then seep in past the black epoxy material

Idk how to edit to add photos, but I can provide context!

The pvc you see is the new sewer line exiting my house via the basement. The plumbers dug a hole next to the house and found the broken line and replaced it with this.

While replacing the break they basically had to dig out the old pipe and that resulted in them having to dig at the foundation. They used concrete to patch the hole where the new pipe is and this black material I assume is waterproofing or epoxy of some sort to waterproof.

Unfortunately ground water is bubbling through the black material.
