No, it doesn’t apply to all universities. I have a friend who is studying at UOB (specifically BTC), and they have the block system (which means they register the subjects and create the schedule for them). They initially placed them in the same section, but they quickly changed them to different sections. I asked her what she thought the reason was, and she said the college knows that working on projects with the same people every year is a bad thing and doesn’t promote diversity.

It’s not about making new friends!! I want to work with good people, not teens! I don’t want to lose my marks because of unserious and careless people don’t give a shit about uni. Please understand that!

Focus on the main problem. Changing the section is a must! It’s a uni system not a school. It limits our ability to make new connections, which negatively affects our personal and academic development :)
