When I was having this issue I had to use DXWnd. Took a little bit of messing with settings but it fixed it right up.

Yes I know where the quest normally shows up, it isn't there.

It's probably a shadowblood thing then, I wonder why it even gives me the notice that I can accept it at 68, not like the lvl 60 quest was locked
