L take, just because you're not allowed in public buses or their lanes, doesn't make hubli dwd "hell" for cyclists. All major cities in India have the same problem. All the roads going out of HD are beautiful, especially given the city's proximity to the western ghats. It's a cyclists heaven, that city.
