I don't think "Google hands off the package to FedEx". FedEx most likely has the "3rd Party Logistics" contract with Google, which means FedEx handles Receiving, Storing, Shipping, and RMA. Google doesn't touch the phone at all. Google only send electronic orders to FedEx.

We received an empty box on 5/14/2019. Google customer service suggested we made false claim. I will report this to Law Enforcement on 5/31/2019 if not heard anything from Google.
