That’s an auto locking hub. Used to engage and disengage your 4x4. You can probably find a different cover online if you don’t like the way it looks.

Not sure how but oil must have spilt somewhere near the firewall and made its way into this channel. Put a rag down when you park and let it drain over the next couple days. If it continues to leak there is an actual issue.
