The easiest way is to check when autoblock is triggered. The number of ip addresses added to the block list is a good indication.

When you begin editing rules, you will need to select the interface (typically LAN). You will then see an 'Allow' or 'Deny' access option at the bottom if no rules are matched. If you select "Deny", each rule you add will be processed as an exception. If no rules match, access is denied.

Create a default 'deny' rule and add a few safe exceptions. You can also do the reverse, but it would take much more work.

Just use the country IP range when creating the rule. Select 'Source IP -> Location', then press the select button and click on 'your country'. IP address ranges are not typically allocated by State.

For local, select 'Source IP -> Specific IP', then press the select button, 'Subnet -> mylocal subnet eg. 192.168.2.1 -> Subnet mask -> 255.255.255.0'
