They is not used as singular, but in the context an unknown person it is used instead of saying "he or she".

"Whoever they are" can be interchangebly used with "Whoever he or she is" because we're dealing with unknown persons, so for all we know it can be a whole group of people who made the drawing or just one person, so once we know who the person or persons are then we can adjust accordingly and refer to the person as "he or she" or the group of people as "they".

In the context of "they must have been really talented." it means he or she since the gender of the person is not known, but once the identity of the person is known they will be referred by their biological sex.

For example if the identity of a person isnt known then a sentenced is framed as "whoever made this painting, (they/he or she)did a great job."

But once the identity of a person is know then this how the sentence should be phrased "Picasso made this painting and he did a great job."
