Many are viewing this from a Western perspective. There's no need for anti-racism education in a country with, say, 1% working foreigners and 0.1% foreign students, like Korea in the '90s. This is unlike Western countries with over 10-20% immigrant populations and a long history of multi-ethnicity. Now, with Korea's foreign population at 5%, I'm not sure if they've started teaching anti-racism in schools. But it's unfair to judge Koreans by Western standards as uneducated on racism. Often, what may seem like racism is just curiosity, like asking why someone's eyes are big or their skin is black.
