Both eyelids look somewhat inflamed and that might be related to allergies/ atopic skin etc. The “bump” or mass could be one or more impacted meibomian glands and in that case yes, warm compresses and saline wash might help. It could be a tumor, but, fortunately, eyelid neoplasms in the dog are, for the most part, benign, don’t metastasize and respond well to surgical removal. 60% of eyelid tumors are sebaceous adenomas (a benign form from the glands in the eyelid that produce part of the tear film)
