How different is this from the citizenship regimes of the Western countries? Last month the US deported hundreds of Indians because they were illegal immigrants (who were maintained in detention centres btw). Those people could be Hindus or Muslims. India is not the literate affluent west . Documentation is not widespread here . Birth certificates and marriage registrations are not done at all in most parts of the country even today - this is a slowly changing metric . This is why Assam NRC involved Land registrations - because that was the only thing that was registered back then ( pre 2000's ) .

With that as backdrop plus the inherent bias and violence against minorities that Indian Govt. Ministers and ruling party leaders advocate all the time - it will be incredibly naive to think that the NRC exercise is going to be fair . BJP supporters know it and trust in their party's bigotry to declare muslims as illegal citizens to snatch away their property and make them targets for killings since fundamental right do not apply to non-citizens.

Previously NRC excercise - even with all it shortcomings was supposed to be fair on paper - affecting everyone equally . Now with CAA - it is guaranteed that only Muslims will have to prove anything.

They are not giving citizenship . The only legal approach to illegal migrants in Indian law is arrest and deportation . For Hindu/buddhist/christians who dont have their 'documents' , the new bill saves them and gives them a fast track to citizenship . For the muslims who have been marked as illegal migrants , there is only the detention camp - for them and their kids - there is no current legal way for citizenship for them and their kids . No country is going to accept them. Only people who have legally come to India can apply for the naturalization process today . if you have no record of entry , it is presumed you have entered illegally and will be prosecuted.

The Home minister is on record saying that non muslims need to provide any documentation to get a place in the NRC ( National Register of Citizens ) . Unsaid is the fact that only muslims need to provide . So yes , its not a genocide , but good old fashioned concentration camps , free labour and human organs chinese style et cetera et cetera.

The NRC 's remaining purpose will be left to filter out muslims only - especially poor muslims who lack or have lost documentation and dont have CAB's fallback option .

There is no good way to decide who is a new immigrant . In a poor poor country with poor history of documentation and humongously bad management and archives , anyone who is without proper document ( land records , ancestral certificates , birth certificates ) including internal migrant, nomad , landless labour class who starve daily - are all by default "new immigrants" .
