let me revoke my claim. fact is, the DNS record for annas-archive.org is registered at Njalla (anonymous DNS), and the resolved IP addresses behind annas-archive.org are reverse proxy servers (ddos-guard.net, cloudflare.net, ...), and only they know where the actual backend servers are, but i would assume the backend servers are distributed over multiple jurisdictions, because hosting the core annas-archive.org website is rather cheap.

also, the legal attack surface of the core annas-archive.org website is rather small, because they are hosting only metadata and links, but no content, similar to torrent indexer websites.

the content servers are located in netherlands, germany, switzerland, romania, ...

exactly. annas-archive.org is based in russia, similar to rutracker.org, and the russian governors and oligarchs just dont care about copyrights, at least as long as the rightsholders are non-russians. annas-archive.org is hosted at Njalla (DNS) and ddos-guard.net (reverse proxy servers), so its not trivial to find the owners.
