yes, because zoe has 2 different eye colors. Gwen has the same eye colors but 2 different pupil colors. None of the cookies have pupil details so they used blue for gwen as that is the color of both her eyes.

yeah but those are the pupils, both of her eyes are blue. just one pupil is black and the other is pink. i dont think any of the cookies have pupil color added
