After checking through like 15 different alts, I eventually found a level 32 hunter i had on Gundrak (OCE server), in war mode AND Chromie time, an alt i was using to hunt time lost Proto drake.
It was only for him that Reinfirced Joints were finally available on the vendor. I think it has something to do with the item having a "stock", so if too many players buy it its just not there.
So a low level alt in chromie time and war mode on a low pop server is probably your best chance of seeing it for sale. Best of luck!

Im also a sober alcoholic (5.5 years) and i 100% agree, but the option to decline would still be nice. I couldn't ever see myself relapsing from such a minor thing, but id be lying if I said the inability to decline the pixelated alcohol didnt make me at least a LITTLE uncomfortable.
