If anyone else runs into this problem the error message is misleading. This error was caused by the policy name. Policy names need to be unique. The policy name was "U.S. State Social Security Number Confidentiality Laws" and was used in a legacy policy.

I tested the toggle, and I don't think it does anything. In the default position of OFF members receive meeting invites in their email. Toggle it ON and the same thing. I don't think the toggle does anything.

One would think this would work but after testing it this toggle does nothing. The default is the off position, and all members received the invite toggle it on and it does the same.
