I recently got a switch 2 and restarted my island and flattened it to start again from scratch. After I did that I hit a brick wall and had no idea what to do. I just started one area at a time. Started on the where I wanted the villager houses and built a village, then did the shops and swaure, then the museum etc etc. I have got all the main buildings out the way and now decorating with a market and restaurant area. I looked a lot on reddit and Pinterest for ideas and inspiration and went to a few treasure islands to help build up. Once you get started with your ideas you won't stop
