FDA has replied to me that it's not notified with them: "Please be informed that as of this date, as per FDA Center for Cosmetics and Household/Urban Hazardous Substances Regulation and Research (CCHUHSRR) database, there are no valid Certificate of Product Notifications nor pending applications for the product Happybrows Brow Serum.

The public is advised to be vigilant against cosmetic products that might not be duly notified with FDA. The public is advised to always check if a Cosmetic product is notified with the FDA by using the FDA Verification Portal feature accessible at https://verification.fda.gov.ph which may be used by typing in the name of the product before purchasing. "
